We are seeking an experienced Responsible Officer (RO) to lead and oversee our Hong Kong SFC Type 1 (Dealing in Securities) and Type 4 (Advising on Securities) regulated activities.
In this pivotal role, you will work closely with internal cross-functional teams—including Business Development, Product, Compliance, and Technology—to design and deliver a stablecoin- and virtual asset-focused business within the SFC regulatory framework. You will play a key role in navigating the rapidly evolving regulatory landscape and supporting the Web3 transformation of traditional payment, trading, and investment infrastructure.
Key Responsibilities
1. Regulatory Leadership and Governance
- Regulatory Liaison: Serve as the primary point of contact for the Securities and Futures Commission (SFC), external legal counsel, auditors, and key industry stakeholders. Ensure ongoing compliance with evolving regulatory requirements.
- Corporate Governance: Work with front- and back-office teams to establish, implement, and enhance internal policies and procedures in line with the SFC’s codes, guidelines, and applicable regulatory requirements. Oversee day-to-day regulated operations after licensing and ensure strict compliance with the Securities and Futures Ordinance (SFO), anti-money laundering (AML), and counter-financing of terrorism (CFT) requirements.
- Business Strategy: Act as a senior regulatory adviser to management, providing practical guidance on business strategy, product development, operational structure, and regulatory risk.
- Market Intelligence: Conduct market research, competitive benchmarking, and regulatory analysis. Provide timely updates on relevant legal, regulatory, and market developments.
2. Product and Business Strategy
- Product and Business Development: Collaborate with product and business leaders to translate client needs and market opportunities into commercially viable and regulatory-compliant strategies.
- Platform and Infrastructure Development: Provide regulatory and compliance input into the design and development of trading platforms, payment infrastructure, custody arrangements, and related systems.
Qualifications and Requirements
- SFC RO Status: Currently approved by the SFC as a Responsible Officer for Type 1 and Type 4 regulated activities. Candidates who have passed the Competence and Virtue Assessment Programme (CVAP), or who can complete it within a short period, are preferred.
- Relevant Track Record: Demonstrated hands-on experience drafting and reviewing regulatory communications, policies, procedures, licensing submissions, and other compliance documents, as well as overseeing day-to-day regulated operations.
- Strong Academic Background: Able to quickly comprehend, analyse, and interpret legal and regulatory documents.
- Interpersonal and Leadership Skills: Excellent cross-functional collaboration and communication skills, with the ability to explain regulatory and compliance requirements clearly to technical, product, and business teams.
- Fintech and Web3 Experience: Familiarity with digital payment gateways, fiat-to-crypto and crypto-to-fiat on- and off-ramps, virtual asset trading platforms, stablecoins, and modern financial technology infrastructure.
- Communication Skills: Fluency in English and Chinese is required. Cantonese and/or Mandarin proficiency is preferred.
